The beach photo is the easy part. The city limits, the utility account, the flood zone, and the kind of day you want are what decide if a house works. None of this is an insurance quote, a tax opinion, or a legal opinion.
Sort these out first
Before you fall in love with a view, know the county, the rental rules, and whether you can insure the address.
Insurance
Wind and hazard insurance can change whether a house works. Get a quote for that address before you write an offer. This site does not sell insurance and does not guess a premium.
Flood
A listing photo cannot tell you the flood zone. Look up the address on the FEMA map, then ask about elevation. The zone and the insurance are part of the price.

Panama City Beach, a bay neighborhood, Rosemary Beach, and Watersound do not share the same rental rules. If the house has to pay for itself, the rules come before the furniture.
Two counties
Panama City Beach and the nearby communities are Bay County. 30A and Watersound are Walton County. Taxes, schools, and permits follow the county, not the postcard.
The bases
Tyndall Air Force Base sits east of town. Naval Support Activity Panama City is on the beach side. Housing allowance and a gate do not pick the house. The commute and the flood zone still do.
Getting here
Northwest Florida Beaches International Airport (ECP) is the local airport, north of the beach in West Bay. Destin’s airport is VPS, a longer ride if you are coming for 30A.

Utility departments
Power is usually one company. Water, sewer, and trash follow the city. The address decides, not the beach on the brochure.
Electric
Most of Bay County is Florida Power & Light, the former Gulf Power territory. The bill still depends on the house. This site does not quote a power bill.

The city limits decide the bill. Panama City Beach, Panama City, Lynn Haven, and Callaway each run their own water. An unincorporated address may be Bay County. Do not transfer a utility account until you know which city the house is in.
Trash
Trash follows the same line. Inside a city it is often the city. Outside it, a private hauler. Ask for the current account instead of guessing a monthly fee.
Gas and internet
A lot of beach houses are all-electric. Ask if that address has a gas line before you plan the kitchen. Spectrum and AT&T cover much of the county. Fiber is street by street, so ask what is in the house today.
How the days differ
Lifestyle here is the water you wake up on and the drive you accept. It is not a slogan.
On the sand
Panama City Beach is the gulf day: the pier, Pier Park, and buildings that do not behave like the rest of the county. Live here, vacation here, or both. That answer changes the search.

Panama City, Lynn Haven, Bay Point, and Parker sit on the bay side of the county. Marinas, neighborhood streets, and a short drive to the sand.

Rosemary Beach, Inlet Beach, and Watersound are a different county and a different pace. Walton County schools, different rental rules, and a longer airport if you fly into Destin.
